Scott earned his undergraduate degree from the University of Maryland, his Master of Arts Degree (in Japanese) and law degree from Washington University in St. Louis, and his Master of Laws degree (in gaming law) from the University of Nevada, Las Vegas. He is licensed to practice in Nevada.

Scott has practiced law in Nevada for 28 years and has extensive trial experience in claims involving insurance defense, construction, transportation, product defect, and professional negligence. He is also experienced and knowledgeable in all aspects of gaming law, business formation, and estate planning. He has earned an AV-Preeminent (highest) peer rating by Martindale-Hubbell.

He is fluent in Japanese and has served as a Clark County court-appointed arbitrator since 2015.
